Yes, Arya's fairly isolated timeline is moving along "faster" than other POVs, but my guess is that GRRM is using her as a marker for time since she's the one with the most story-sensitive age, and the other POVs will jump to catch up. By the end of AFFC she's about to turn 12. She's turning 11 at the beginning of AFFC. She turns 9 at the very beginning of AGOT. I don't have my books handy to pull quotes for you, but a really obvious key to the time are the references to Arya's age. Those don't happen in the first week of 300.
